BEYOND THE BATEYES
NCHR's report on the conditions that Haitian immigrants, guest workers and people of Haitian descent face in the Dominican Republic, across the border from Haiti. Published in May 1996, the report outlines a set of recommendations for a comprehensive Haitian migration and refugee policy that could benefit the United States and Haiti's Caribbean neighbors.
